Urban proyouth program: youth, education, professional qualification and community action

The presente work has as background reflect on social inclusion, offered by the National Youth Inclusion Program (PROJOVEM) for students between 18 and 29 years old, who for some reason did not have the opportunity to complete their studies. The program was initially aimed at young people aged 18 to 24, who a priori had completed the fourth grade, but not the eighth grade of elementary school and had no formal employment relationship. In this context program aims to serve a clientele that needs to reach high school at a young age, this is what Projovem makes possible, it bases its curriculum proposal on new teaching and learning paradigms that allow articulating Elementary Education, Professional Qualification and Community Action. The implementation of the program took place under the coordination of the National Youth Secretariat of the General Secretariat of the Presidency of the Republic, in partnership with the Ministries of Education, Labor and Employment and Social Development and Fight against Hunger. Regulated by Decree nº 5557, of 05/03/2005, approved by Resolution 3/2006 of 15/08/2006, as an experimental course, in accordance with article nº 81 of the LDB of National Education. Making possible, through the education systems, the certification of completion of fundamental education and professional qualification (initial training). A priori, the program aimed to serve around 200,000 young people between 2005-2008, operating in all Brazilian capitals and the Federal District. In 2006, there was an expansion to municipalities in metropolitan regions with 200,000 inhabitants or more, with 29 cities joining. The work results from field research, where we had the privilege o interview some students about the importance of the program for their inclusion in society, where they will have the opportunity to enter the job market, complete elementary school and participate in actions within of your community.
