In this way, we address the city's recent history and the windows of opportunity for health in connection with the federal government's strategies for rebuilding the national production chains serving the Unified Health System – SUS. The Public Administration needs, as a rule, to carry out a bidding process in order to acquire goods, services or contract engineering works. This purchasing power allows the Public Administration to act actively at the regional or local level, to implement public policies. Public policy is the remedy that will act on the public problem, allowing the elimination or mitigation of a diagnosed problem. Currently in Brazil there is a range of public policies that were formulated to be applied in public purchases, which need to be implemented, such as the differentiated treatment of micro and small companies. This differentiated treatment allows these companies to benefit from public procurement processes. It is a public policy at the constitutional level. To understand the topic, the deductive method was used, in addition to exploratory and descriptive research, with the purpose of bringing a broad understanding of the topic under discussion. Based on a bibliographic review and authors such as Corbí, Vieira, and Silva, the study questions the increasing detachment between spirituality and religious institutionalization. The phenomenon is interpreted as a reconfiguration of the sacred, centered on subjectivity, personal autonomy, and diverse experiences. This spirituality without religion does not reject the sacred but reinvents it through practices and expressions beyond dogma and formalism. The author advocates for inclusive, ethical, and dialogical pedagogical practices that recognize diverse beliefs and promote the integral development of individuals. The secular public school is presented as a privileged space to welcome spiritual diversity critically and respectfully, ensuring students' dignity and agency. In this context, spirituality is seen as an essential formative dimension linked to human rights, equity, and democracy. The proposal does not aim to spiritualize the curriculum but to recognize spirituality as a pedagogical category and a legitimate element of integral education.
